Track Initiation and Track Correlation describe two steps in building a target track. Track Initiation happens when you have a set of detections that indicate a new target, so you start a new track ID and begin estimating its state (position, velocity, etc.). Track Correlation is about incoming reports finding a home in an existing track; you attach those new detections to that track and update its state rather than creating a new track.

For example, a cluster of detections with no current association leads to initiating a new track. When subsequent reports appear near the predicted position of that track, correlation links them to the existing track. Initiation doesn’t merge tracks, and correlation doesn’t create new tracks from scratch.
